Why Are New York Medigap Premiums So High?

New York is one of a handful of states with guaranteed-issue laws for Medicare Supplement insurance. That means insurers cannot deny you coverage or charge more based on your health — which is great protection. But it also means premiums are spread across everyone, driving standard Plan G rates to $300–$500+ per month. Many New York seniors are paying far more than they need to for coverage they could get at a fraction of the cost.

Frequently Asked Questions

What exactly is a High-Deductible Plan G?

A High-Deductible Plan G (sometimes called "HDG" or "HD Plan G") is a Medicare Supplement plan that covers the exact same benefits as a standard Plan G, but with a lower monthly premium and an annual deductible. In 2026, the annual deductible is $2,950. This means you pay the first $2,950 of Medicare-covered costs each year out of pocket, after which the plan covers everything a standard Plan G would cover — at 100%. It is standardized by the federal government, so the benefits are identical regardless of which insurance company offers it.

Will I have the same coverage as a standard Plan G?

Yes, exactly. Medicare Supplement plans are standardized by federal law. Every Plan G — whether standard or high-deductible — covers the same benefits: Part A coinsurance, Part B coinsurance, blood (first 3 pints), Part A hospice coinsurance, skilled nursing facility coinsurance, Part B excess charges, and foreign travel emergency. The only difference is that with the high-deductible version, you pay the annual deductible before the plan starts paying. The coverage itself is identical.

What does the $2,950 deductible mean?

The $2,950 deductible (for 2026) is the amount you pay out of pocket each calendar year for Medicare-covered services before your High-Deductible Plan G benefits kick in. Once you have paid $2,950 toward eligible expenses, the plan covers everything at 100% for the rest of the year — just like a standard Plan G. Many healthy seniors never come close to reaching this deductible, which is why the premium savings can be so significant. Even if you do reach the full deductible, the combined cost of premiums plus deductible is still typically less than what you would pay for a standard Plan G premium alone.
